Angelia G. Neal is the Assistant Administrator for the Federal Aviation Administration’s (FAA) Office of Human Resource Management. With over 20 years of experience in human resources (HR) and business administration, Angelia provides executive leadership for developing, managing, implementing and evaluating the Agency's HR policies and programs for more than 44,000 employees across the nation. Ms. Neal began her tenure as the Federal Aviation Administration’s (FAA) Deputy Assistant Administrator for Human Resource Management on October 24, 2021.

Prior to joining FAA, Angelia served as the Chief of Human Resources Policy and Performance Management at the Department of Homeland Security’s U.S. Citizenship and Immigration Services (USCIS). At USCIS, she led a team of HR professionals that developed and implemented agency-wide HR policies and programs. Angelia leveraged special hiring authorities to assist the Agency in meeting critical hiring needs. She also formed successful partnerships with union officials on sensitive labor management matters.

Angelia began her federal career as a U.S. Presidential Management Fellow at the National Institutes of Health (NIH). While there, she served in various capacities with progressive responsibilities, including Human Resources Specialist, Senior Management Analyst, acting Deputy Executive Officer, and Chief of Management Policy and Analysis. Angelia was instrumental in collaborating with NIH leaders to implement nationwide recruitment strategies which led to the development of talent pipeline programs with several colleges and universities. She also played a leading role in strengthening partnerships between NIH and underserved communities.

Angelia earned a bachelor’s degree from Southern University in Baton Rouge, LA, and a master’s degree from Colorado State University in Fort Collins, CO.   She obtained an executive coaching certificate from George Mason University in Fairfax, VA. Angelia is a certified coach, credentialed through the International Coaching Federation. Angelia is also a graduate of the Federal Executive Institute and the Harvard Kennedy School of Government Executive Education Program

Rich Santa is serving his first three-year term as the seventh president of NATCA. He was elected by acclamation and took office on Sept. 1, 2021. Santa, a veteran air traffic controller from Washington Center (ZDC), previously served on NATCA’s National Executive Board as Eastern Regional Vice President (RVP) from 2018-2021. He began his career as a controller at New York TRACON (N90) in 1997 before transferring to ZDC in 2001.

Santa has spent most of his career serving NATCA and its members, including four terms as ZDC FacRep prior to being appointed as the Alternate Eastern Regional (NEA) Vice President. Additionally, Santa has served as the Eastern Region Labor Relations Representative, a Basic Representative Training (now RT1) instructor for the NATCA Academy, the chair of the Information Technology Committee, and a member of the NEA PAR, the Grievance Review and Collaborative Steering Committees and the Onboarding, NCEPT, National Validation Team, Constitution, and Election Support Committees. He has also been the lead on several national projects.

Staci Hemlinger works alongside the Child Care Program Manager and team to support the FAA child care programs and facilities to ensure safe and compliant operations. She provides technical support and resources for NAEYC accreditation, staff development, and training while increasing awareness to effective marketing of the FAA child care centers. While also compiling and analyzing data for monthly reports, Staci seeks to ensure all avenues of child care needs for FAA employees are explored.

Born and raised in Buffalo NY, and with a background in design she joined the Air Force where the world of aviation was introduced to her.  After being a Air Force Air Traffic Controller she started her FAA career at Denver ARTCC.  Currently at Cleveland ARTCC she has been working for years with the agency to ensure our working mothers have a space to nurse.  Other programs she is part include; FAA Child Care Centers, Child Subsidy Programs, April, Month of the Aviation & Aerospace Child, National Aviation & Aerospace Day and the Nursing Mothers program.

Cassie Lichtenberg has been a controller since September of 2001, with combined Air Force, Department of Defense and FAA time. She has been at Sioux City, Iowa (KSUX) since March of 2015. While living in Sioux City she met and married her husband, Donny, and they welcomed their daughter in September of 2020. Their son is due in September of this year.

Elisa Kirkhorn serves as the FAA EAP Program Assistant. In this role, she works closely with the National EAP Program Manager and Regional EAP Program Managers to increase awareness of the WorkLife Solutions program, which provides EAP and Life Management services that are pivotal to attracting, motivating, and retaining employees.  Ms. Kirkhorn works closely with FAA LOB/SO’s to align the WorkLife Solutions program with their business initiatives. She is available to conduct program briefings, consult on organizational training needs, develop and implement promotional strategies, assist with Critical Incident Stress Management (CISM) requests, and other duties to ensure the program addresses behavioral health concerns in support of the FAA safety mission and AHR’s goal of employee engagement.

Prior to this role, Ms. Kirkhorn served in the private sector where she managed the industry’s largest federal civilian WorkLife program, ensuring the successful delivery of WorkLife services to over 1 million federal employees worldwide.

Mokshu Poudel is on the AHR WorkLife Team and supports the FAA Child Care Team as a Program Analyst. Since joining the FAA in 2020, she has worked across the AHR Worklife Programs including VLTP, VLB, and Telework.

Mokshu has over 5 years’ experience in coordinating and organizing events, reporting, supporting employee programs.

Mokshu is passionate about promoting WorkLife balance and is dedicated to providing the best service and programs to FAA employees.
